A parliamentarian for the A Partnership for National Unity (APNU), Hastings-Williams was elevated to her new ministerial post this year after the resignation of her predecessor, Joseph Harmon, owing to his dual-citizen status.When asked by Guyana Times, Hastings-Williams noted that these were just rumours and that she has never been approached with regard to filling the post. Asked if it was something she would consider, Hastings-Williams noted that it was not on her radar at the moment.“When that day comes, I’ll know what to do,” Hastings-Williams said when asked if she would decline such a nomination if party leaders in APNU actually pitched such a proposal to her.There is speculation that Prime Minister Moses Nagamootoo will be replaced by the dominant APNU with someone from its own campPrior to the General and Regional Elections of 2015, APNU and the AFC signed the Cummingsburg Accord that stipulated conditions for the two parties to contest the elections as one.But throughout this political marriage, the AFC was criticised, especially by the parliamentary Opposition, for what many describe as the submissive role it has played since joining forces with APNU.Decisions, such as the closure of sugar estates which put thousands of sugar workers out of jobs, have gone unchallenged and have even been supported by the AFC. This is despite the fact that the Agriculture Minister portfolio is held by a party member, Noel Holder.In addition, there has been the strategic reallocation of responsibilities away from Ministries headed by AFC officials, to other Ministries. There is also the fact that the Cummingsburg Accord stipulation that the Prime Minister has responsibility for chairing Cabinet and domestic issues was not followed through.Questions have, therefore, been raised by analysts whether APNU would offer the AFC the same terms it offered in 2015 when the Accord was first signed. These questions took on a life of their own after the AFC’s wretched performance in Local Government Elections (LGE) in 2018.After Public Security Minister Khemraj Ramjattan’s selection as the AFC’s prime ministerial candidate in waiting, Public Infrastructure Minister David Patterson had intimated that APNU was duty-bound to accept Ramjattan as President David Granger’s running mate as long as the Cummingsburg Accord was in effect.But despite the AFC choosing Ramjattan, the PNC has shown a dogged preference for the incumbent, Moses Nagamootoo. This has manifested in APNU officials making public statements in support of the Prime Minister.PNC heavyweight and Public Health Minister Volda Lawrence recently stated publicly that while the AFC has elected Ramjattan as its next prime ministerial candidate, APNU and the AFC have not met on this new development.The AFC top leadership had, in mid-November of 2017, moved to revise its governing agreement with its majority coalition partner. This made little headway and talk of revising the agreement petered out after the AFC’s showing at the LGE, where it failed to win a single Neighbourhood Democratic Council (NDC).At present, talks between the two parties still seem to be stalled. A meeting that was supposed to have been held last Monday between the two coalition partners was cancelled, with APNU sending out a release to say that documents were exchanged and would be perused.last_img read more

The accident, which happened near Burt graveyard, occurred shortly after 4pm.The road has since re-opened. Helping Families Support Early Communication Development in Young Children

first_imgImage from Pixabay.com, CC0By Juliann Woods, Ph.D., CCC-SLPMore than ever, research indicates the incredible role of families in their children’s communication development.  We are learning more and more about early brain development and how parents and other caregivers can contribute to the social, emotional and communication development of babies from day one.  In fact, some of what we are learning may be counter to the way we were raised or the way our extended family believes is most appropriate.  For example, did you know parents are now encouraged to engage in multiple forms of appropriate physical touch to foster social connectedness and security for babies?  These forms of touch are not just brief hugs before and after naps, or during distress, but any time and every time the baby is interested!  Zero to Three provides a great overview of this information in this video.  Babies typically share eye contact with adults as early as 6-8 weeks which helps to build attachment and social communication [1].  When adults and babies look directly at each other, babies try to communicate more often.  When adults respond with a word or action, babies can try again and take another turn. [2] These simple exchanges are the beginning of conversations – the back-and-forth interactions that build a child’s participation with a communication partner.  When you pair quality back-and-forth interactions with hearing and repeating meaningful words, it creates a win-win situation for the child’s social communication learning! This video from the Hanen Centre further discusses the importance of these types of interaction.  What else do parents need to know to promote early communication and language development when they are concerned about their child or he/she has a disability or developmental delays? Often, they need to be aware of ways to make the most of their everyday routines and activities to provide additional attention, use special strategies, or provide more opportunities for their child to practice and learn communication skills.  Because of the importance of the relationship between the parent and child, we know that parents can be terrific communication partners for their child.  They may, however, need information and coaching from an early intervention professional to learn strategies that will  help them engage their child in conversations and social interaction to teach communication and language skills. The good news is that it does not have to take extra time and energy, special toys, or expensive materials to support a child’s development in this way. Works Minister orders removal of persons from BPL involved in 4M theft

The move comes after revelations show monies stolen have risen to over $4M. The Minister speaking in parliament described it as a cleanup exercise at BPL, as he has authorized the board to do what is necessary.Minister Bannister says the move has nothing to do with politics, but ensuring transparency at the company and protecting taxpayers’ monies. Bannister has added that any person found in wrongdoing will be made to pay, and he confirmed that a forensic audit is currently ongoing at the power company.Reports indicate that four people were suspended last month, while one employee was fired following an uncovering of an ‘elaborate scheme’ allegedly involving forged cheques going to fake companies.The Minister says the matter has been handed over to the Attorney General and the Police.The Minnis administration has vowed to stamp out corruption and stop all bleeding of taxpayer dollars, as audits on state agencies and ministries commenced shortly after entering office six weeks ago. Ram The government shutdown extended its dead hand to the automotive industry when the Environmental Protection Agency had to stop certifying new cars for sale in the US. Ram was halfway through the process with its new heavy-duty truck when the shutdown happened, but the automaker is back in action now.Ram announced this week that the EPA finally certified the 2019 Ram 3500 heavy-duty pickup for sale in the US, including both gasoline and diesel variants. It had already received certification for the 2500 prior to the shutdown. “FCA US is grateful to the US Environmental Protection Agency for expediting this process,” the company said in a statement.There’s still a ways to go before the trucks actually land at dealers, though. The 2019 Ram Heavy Duty lineup is slated to launch in the second quarter, so there’s no need to brave a polar vortex to pick one up (at least I hope). In the middle of the shutdown, Automotive News reported that even though Ford and GM had certifications in the queue, neither was concerned, given how long it would be until those models were actually offered for sale. Ram seemed to be in the worst spot, but now that everything has cleared up, it appears to be smooth sailing for the auto industry once more.The 2019 Ram Heavy Duty lineup launched at the 2019 Detroit Auto Show. Thai rescuers resume search for 23 survivors of capsized boat

Upper atmospheric lightening sprites caught in 3D video

One that seems plausible is that when lightening with a positive charge occurs, surrounding clouds are drained of a positive charge, leaving them with a net negative charge, which could lead to an electrical field building up between the clouds and the upper atmosphere; when it reaches a certain point, sprites and elves appear. What’s also unclear is whether sprites and elves have any impact on weather, or if they just exist for moment, then disappear; ghostly bright apparitions one moment, gone the next without a trace. In the language of those studying the phenomenon, sprites are the part of the lightening that resemble jellyfish and travel downwards after starting out as a ball shape. Elves are the halos that create the eerie effects. Both are reddish in color and last for something like 10 milliseconds.The video was captured by a research team funded by the Japanese Broadcasting Corporation. Two jets flying over parts of the south-west United States this past summer, with cameras aboard, were used for filming to create the 3D effect and the results were presented at the American Geophysical Union Conference last week. In some respects, the images produced by the research team look like fireworks, creating jellyfish type patterns far above the thunderstorms below that are thought to spawn them. In others, they appear almost liquid in their fluidity. And even though they are way up there, some fifty miles from the ground, they can still be seen, as they are frequently brighter than Venus in the night sky, though doubtless most who have seen them, didn’t know they did, as they would have existed among regular storm cloud activity. That might be the case with a little known type of lightening that occurs between the part of the atmosphere where weather events are seen quite easily, and the far reaches near the beginning of space. Called sprites, these other kinds of lightening strikes are of far shorter duration than we’re accustomed to; it wasn’t until just the past thirty years or so that anyone even knew they existed. So odd were they, that pilots flying at high altitudes who saw them feared for their jobs if they spoke of them. Now however a research team has captured some instances of them using high speed cameras mounted on two jets to create 3D images.
