Deconstruction Helps Army Reduce Waste from Aging Facilities

first_img Dan Cohen AUTHOR In a pilot project conducted at Fort Leonard Wood, Mo., the Army found that deconstructing, rather than demolishing, three buildings allowed it to increase the percentage of material that could be diverted from a landfill.In a standard demolition, a building is quickly torn down using mechanical equipment, with the primary goals being cost reduction and reducing the amount of materials sent to a landfill, reported the Army Corp of Engineers’ Engineering and Support Center, Huntsville. The Corps’ goal is to divert 60 percent of the materials following a demolition; the salvaged materials are either reuse or recycled.During a deconstruction, a contractor removes the greatest amount of materials that are intact and suitable to reuse or recycle. Not all buildings are good candidates for deconstruction, however. Engineers must consider the type of construction, contents and condition and their suitability for reuse, as well as the project itself, project schedule, and markets and industry capabilities, according to the story.The Fort Leonard Wood pilot involved three buildings — a chapel, laundry and warehouse. The contractor reused or recycled more than 250 tons of material from the chapel, for an 85 percent diversion rate; nearly 700 tons of material was reused or recycled from the laundry, for a 73 percent diversion rate.During the contractor’s deconstruction of the warehouse, though, the building became unstable due to excessive rotting of the wooden structure. As a result, the deconstruction effort was stopped and the Army decided to demolish the building. Despite the snag, the contractor was able to reuse or recycle 297 tons of material, diverting more than 63 percent from a landfill.Overall, the contractor reused or recycled 1,246 of the three buildings’ 1,717 tons of material, making the project a success, according to the Corps.“Deconstruction is one of those valuable nuances in the demolition arena that may allow us to increase our diversion percentages without significant cost in time or dollars,” said Dave Shockley, chief of the Corps’ facilities division branch.last_img read more

JBLM to Trim Civilian Workforce to Reflect Army Restructuring

first_imgJoint Base Lewis-McChord (JBLM) plans to eliminate about 900 civilian and contractor positions, or 5.5 percent of its existing civilian workforce, over the next two years, according to Army data released to the Tacoma News Tribune.The news comes on the heels of the Army’s announcement in July about its plans to shrink its active-duty end strength from 490,000 to 450,000 soldiers by the end of fiscal 2018. Officials at the time said the restructuring would be accompanied by civilian cutbacks, but as recently as last November the Army said it had not yet determined how many civilian employees would be affected.The Army’s latest restructuring is slated to eliminate 1,251 soldiers at the installation in the South Sound region of Washington state.Leaders at JBLM have been meeting to figure out how they’ll cope with hundreds fewer workers to support the installation’s day-to-day operations. Those reductions, along with additional staffing cuts expected through 2022, “will fundamentally change how we operate on base,” said Greta Powell, chief of the base’s resource management office.“It’s bleak,” Powell said.The Army plans to achieve the cutbacks primarily through attrition and retirements, said Army spokesman Lt. Col. Joe Buccino.As the Army draws down from two wars, it will need fewer civilians to run its installations, according to the story. One reason is that some functions filled by civilians now can be handled by soldiers, such as gate security. In other cases, the shrinking number of military personnel will require a smaller installation support staff.“This isn’t a crisis or a catastrophe,” said Tom Knight, the base’s chief of staff. “This is an opportunity to reassess ourselves to change the way we’re doing business here for a lot of the right reasons. We have much more of a home-station military right now,” Knight said.In advance of the cuts, Gov. News Report Questions Whether Pentagon Really is Embracing Energy Resilience

first_img Dan Cohen AUTHOR The military’s push to ensure its installations are energy resilient has slowed, according to a McClatchy DC Bureau story which makes its case primarily by pointing out that only a small portion of the solar arrays built on installations over the past decade are connected to microgrids. But while there is no overarching mandate to install microgrids at all installations, efforts to provide bases an “islanding” capability are advancing, the story states. “I would say things have slowed, but the program has broadened,” said Katherine Hammack, who led the Army’s effort to adopt renewable energy as its installations chief under President Obama. “I don’t see it as a negative. I’m glad that the Trump administration is encouraging the strategy to continue,” she said. Hammack told McClatchy that DOD has solicited bids for microgrids on “many” projects, including one to build and operate a system for Joint Forces Training Base Los Alamitos, Calif., which would help power the facility in the event of a nearby earthquake. And despite its overstated headline, the story provides other evidence that the services are moving to enhance the energy resiliency of their installations. The Southern Co., which has built 14 solar farms with generating capacity exceeding 400 megawatts at installations in Georgia, Florida, Alabama and Mississippi, now is pursuing opportunities to develop microgrids for the military following its acquisition of PowerSecure. Company officials are “in discussions with senior leadership of the military” about microgrid projects, said Rebecca Gray, the utility’s DOD liaison.Additional evidence can be found in a new report produced by ADC in partnership with Converge Strategies. Ram The government shutdown extended its dead hand to the automotive industry when the Environmental Protection Agency had to stop certifying new cars for sale in the US. Ram was halfway through the process with its new heavy-duty truck when the shutdown happened, but the automaker is back in action now.Ram announced this week that the EPA finally certified the 2019 Ram 3500 heavy-duty pickup for sale in the US, including both gasoline and diesel variants. It had already received certification for the 2500 prior to the shutdown. “FCA US is grateful to the US Environmental Protection Agency for expediting this process,” the company said in a statement.There’s still a ways to go before the trucks actually land at dealers, though. The 2019 Ram Heavy Duty lineup is slated to launch in the second quarter, so there’s no need to brave a polar vortex to pick one up (at least I hope). In the middle of the shutdown, Automotive News reported that even though Ford and GM had certifications in the queue, neither was concerned, given how long it would be until those models were actually offered for sale. Ram seemed to be in the worst spot, but now that everything has cleared up, it appears to be smooth sailing for the auto industry once more.The 2019 Ram Heavy Duty lineup launched at the 2019 Detroit Auto Show. first_imgChina’s manufacturing index slipped in November reflecting the growing weakness in the world’s second largest economy.Two separate surveys published on Monday triggered a new set of concerns from experts who think the People’s Bank of China should introduce more regulations to steer away from a hard market crash.The SlideChina’s official Purchasing Managers’ Index (PMI) fell to 50.3, an eight-month low and was 0.05 points down from October’s 50.8 reading.The final HSBC/Markit China Manufacturing Purchasing Managers’ Index (PMI) was unchanged at the six-month low of 50.0 but the figure is estimated to be the breakeven point – which separates expansion and contraction – for China’s economy.While the official survey focuses on the performance of large, government-owned factories, the HSBC survey analyzes growth among the smaller and private manufacturers. Both surveys showed a slide.Weak demand from overseas clients has put a damper on the manufacturing industry. Domestic demand exceeded foreign demand and new export orders also decreased.”The PMI data suggests that fundamentals are still very weak. Investment in property and manufacturing remains weak, so the government is the only one spending. And when government spending wanes in the winter months, the economy falls off,” Larry Hu, an economist at Macquarie Group told MarketWatch, referring to the fact that construction projects usually take a hit during the winters.Failed Attempt?The People’s Bank of China recently lowered its lending rate by 40 base points. The cut came as a surprise to many because the government was reluctant to admit that the economy was shrinking. But that didn’t seem to work for the country.”The PBOC’s rate cut appears to have failed to improve sentiment, and we see little improvement in activity indicators in November,” ANZ wrote in a research note, according to Reuters.What to ExpectGoing forward, experts believe that the Chinese government will introduce more stimuli to help revive the economy.”In order to maintain growth for the whole year at around 7.5 percent (the official target), we believe that Chinese authorities will intensify easing efforts in December to accelerate growth momentum,” ANZ’s research note read.Barclays predicts two more benchmark cuts in interest rates in the first half of 2015 and three cuts in the reserve ratio deposits, the first one of which is expected this month.”Given China’s structural challenges, we continue to believe more rate cuts are necessary. Blue Moon Life on the Moon may not be too far away

While Elon Musk has been busy making not-flamethrowers, Bezos revealed the first lunar lander from his company – Blue Moon.”We’ve been working on this lander for 3 years. It’s a very large lander. It’ll soft land in a precise way 3.6 metric tons on to the lunar surface. The stretch tank variant of it will soft land 6.5 metric tons on to the lunar surface,” said Bezos at a press conference in Washington today.The lander is capable of carrying four rovers using a new rocket engine which was also revealed at the same conference. This enhances the possibilities of new ventures in space. A feature of the lander which was repeatedly emphasised is its smooth landing capability. Bezos claims this vehicle will allow rovers to land on the Moon smoothly, and relay information back to the Earth via an optical communications system.Bezos spoke at length about the mechanisms of the vehicle. The deck has a simple interface to allow a variety of payloads. The lander has a customisable davit mechanism inspired by naval systems. With its star tracking system, the vehicle can autonomously navigate in space. The onboard radio has an x-band with a 10-megabit range. However, IT and consumer goods bucked the trend and were trading in the green.Coal India lost the most with its shares trading 3.45 percent lower at Rs 295.40. The company reported 77.4 percent fall in its net profit at Rs 600 crore during the September quarter from Rs 2,654 crore recorded in the corresponding period last year. Apart from Coal India, shares of Aurobindo Pharma, Hero Motocorp, Bosch and IndusInd Bank also lost in the afternoon trade.Among winners, Axis Bank gained the most in the afternoon trade with its shares trading 2.93 percent higher at Rs 466.20 on Wednesday. Reliance, HCL Tech, Tata Power and Asian Paints were the other major gainers in the afternoon trade.Meanwhile, the Wholesale Price Index (WPI)- based inflation for November 2016 touched a five-month low figure of 3.15 per cent against 3.39 per cent recorded in the previous month. Ongoing cash crunch owing to demonetisation pulled down consumption demand, leading to a fall in inflation, analysts said. S&P’s report on demonetisation impacting rural consumption also weighed on investors’ sentiments.In the global front, performances of Asian indices were mixed as investors awaited outcome of US Federal Reserve meeting. While China’s Shanghai Composite and Taiwan Index were trading in the red, Japan’s Nikkei, and Hong Kong’s Hang Seng were in the green on Wednesday.
